COMMUNITY-LED LOCAL DEVELOPMENT STRATEGY. WHAT IS IT?

  • Urban LAG prepares and implements community-led local development strategies (hereinafter - CLLD strategy)
  • The CLLD strategy is a document prepared by the urban LAG together with the local community, which examines the development needs and potential of the population and the territory, as well as formulates the development goals, objectives and planned actions to be implemented
  • CLLD strategies aim to reduce poverty and social exclusion, promote volunteering, involve local people in the activities of the community and strengthen young businesses
  • The implementation of the goals set in the strategies is then transferred to the hands of the community. The organisations operating in the city have the possibility to receive financing for projects that contribute to the goals and objectives of the strategy

WHO CAN DEVELOP A CLLD STRATEGY?

  • Urban LAGs can be financially supported to cover the costs of preparing a local development strategy
  • The residents of the urban LAG activity area must be consulted when preparing the local development strategy
  • The local development strategy prepared by the urban LAG is approved by the general meeting of members or the collegial governing body
  • Local development strategies must be presented to the development council of the respective region and correspond to the priorities, goals and objectives of the regional development plan
  • If the municipal budget is planned to be used for the implementation of the local development strategy, then the local development strategy must be approved by the council of the respective municipality
  • The selection of local development strategies is performed by the Ministry of the Interior of the Republic of Lithuania

THE CLLD STRATEGY IS PREPARED FOR ONE OF THE FOLLOWING AREAS:

  • Municipal centre
  • A city with a population of 6,000–150,000 people
  • The part of the city with a population of 6,000–150,000 inhabitants
  • An agglomeration of several cities

WHEN IMPLEMENTING THE CLLD STRATEGY, LAG:

  • Prepares the selection criteria for local development projects, as well as a description of the internal procedure for the evaluation of project proposals and selection
  • Prepares and approves the selection of the call documents on the basis of which it will carry out the evaluation of local development project proposals submitted in accordance with the published call
  • Announces a call for local development project proposals
  • Evaluates local development project proposals
  • Compiles the list of local development projects and the list of reserve local development projects and submits it to the Ministry of the Interior of the Republic of Lithuania and the implementing institution (this list is not considered to be the final decision to allocate support funds to the local development project)
  • While monitoring local development projects, urban LAG collects and analyses information on the progress of preparation of local development projects and implementation of local development projects
